The new regime went live on 14 November 2025, and activations are rolling through 2026. The next concession round is not on the calendar before 2033. If you did not bid and did not win, your only entry is acquisition.

How foreign operators should think about their position
Italy is structurally closed for direct entry. The 9-year exclusivity is the entire commercial rationale for the concessions; ADM will not run an interim round. International operators with M&A capability and a clear post-acquisition operating model have the entry pathway. Operators expecting an open application window are misreading the regime.
