ADM operates a single online concession that covers casino, sports, poker, bingo, and horse betting under one umbrella. The round awarded 52 such concessions in September 2025; future rounds are not on the calendar before 2033.
Probity and fit-and-proper
ADM probity is detailed and includes Italian anti-mafia certification (antimafia) for all directors and significant shareholders. The probity work for an operator new to Italy typically takes 4 to 8 months; it can extend longer for complex ownership structures.
Financial requirements
EUR 7M concession fee, plus minimum capital and working-capital requirements, plus a performance bond. Player funds must be segregated and held in an Italian-resident bank.
Technical standards
ADM technical standards are detailed and stable. SOGEI integration for tax stamping, Italian-language player accounts, GLI-equivalent certification through ADM-approved labs, and a documented control framework. Game homologation is mature; most studios already carry ADM certificates.
Responsible gambling and AML
Mature Italian RG and AML framework. Player ID at registration, ongoing transaction monitoring, integration with Banca d’Italia and UIF. Decreto Dignita marketing restrictions are tight. Self-exclusion via ADM-managed register.
Ongoing operator obligations
ADM has a detailed reporting calendar: monthly tax declarations, quarterly operational reports, annual audited accounts. Concession transfers require ADM approval and run through a formal review process.
