South Africa splits gambling rules between the national government and the provinces. The National Gambling Act 2004 is the base law. Online casino is banned at the national level; online sports betting and "betting on contingencies" are legal under provincial bookmaker licences. In October 2025, the Supreme Court of Appeal ruled (Portapa) that bookmakers licensed in Gauteng may not offer roulette under a bookmaker licence. The national regulator (NGB) issued enforcement directives in early 2026 to apply this nationwide; the Western Cape and Mpumalanga regulators are challenging that. A Remote Gambling Bill (B11-2024) was introduced in April 2024 but has not moved in parliament as of March 2026. Yield Sec estimates about 62% of all activity goes to illegal or offshore operators. Turnover reached ZAR 1.5tn in 2024/25, up 31.3% year on year.
