Gaming tax

PAGCOR's published January 2026 venue framework: electronic casino/RNG games PAGCOR share 30% of GGR; live sports 15%, virtual sports 30%, electronic bingo 25%, and online poker 15% of defined rake. Qualified integrated-resort electronic gaming may receive a maximum 22% PAGCOR share, excluding 5% franchise tax and subject to an additional audit fee, only if statutory conditions are met. These are regulator share/fees, not automatically a single 30% tax.

Marketing climate

Restrictive on offshore-export. POGO ban complete 15 December 2024 (Marcos executive order, July 2024); 42 licences and 18 service providers cancelled; 304 sites closed.

POGO offshore-export model is dead. PIGO/eGames domestic-only is the growth segment. B2B accreditation mandatory: all B2B suppliers must be fully PAGCOR-accredited by 31 March 2026; non-accredited suppliers deemed unauthorised.
